HISTORY
Before the 2nd World War, Robert C. Graham, developed Bal Harbour which was then part of hundreds of acres of a swampy barrier island that was Miami Beach. But after plans for the village’s design were submitted by city planners Harland Bartholomew & Associates, World War II broke out. The land was rented to the United States Air Corps and was used as training grounds for soldiers. When the war ended in 1945, Graham immediately began taking steps toward incorporating the town. After having 25 families move in to satisfy the required 25 male voters needed for incorporation, Bal Harbour was finally incorporated in August 14, 1946. Soon afterwards, the remaining swampland was filled and utilities were placed underground - a first for planned communities in Florida. The Kenilworth Condominium now stands on the spot where Tom Raffington built Bal Harbour’s first hotel which was called “The Kenilworth By-the-Sea”, made popular by the renowned broadcaster, Arthur Godfrey. Bal Harbour was re-incorporated in 1947 with a few changes to its charter, and has since grown to become one of the most luxurious hotspots in America.
